Tiers describe how much a depositing player is worth and how easily money moves, not geography. A regulated Tier-1 market gives you high deposits and low fraud but expensive traffic and heavy compliance. A Tier-3 market gives cheap volume, mobile-first behaviour and thin margins per player, which only work at scale.
